Human rightsDisability has more and more developed into a human rights issue. At the two sessions of the UN Commission on Human Rights, in 1998 and in 2000, the Special Rapporteur has addressed the Commission concerning disability as a human rights issue. The Commission responded by adopting two important resolutions (1998/31 and 2000/51) in which disability is recognized as a human rights concern for the United Nations system. An important event in the area of human rights and disability took place in Stockholm in November 2000, when the Special Rapporteur invited 27 experts in this area to a seminar with the purpose to draft guidelines for identifying and reporting human rights violations and abuse against disabled persons.
