SurveysThree global surveys concerning the implementation of the Standard Rules have been made by the Special Rapporteur. The first was simply a letter to governments with questions on their plans to use the Standard Rules in their policy. The result was published in the Rapporteur´s report to the Commission for Social Development in 1997. The second survey was a much more comprehensive one. A questionnaire was distributed to all governments and to the 600 affiliates of the international disability organizations within the panel of experts. The response rate was high and the compilation of the replies has resulted in one report of government replies and five different reports according to organizational belonging. In these latter reports, a comparison has been made of government and organization replies respectively.
